        Introduced  by  Sen.  CHU  --  read  twice and ordered printed, and when
          printed to be committed to the Committee on Education

        AN ACT to amend the education law, in relation to requiring high schools
          to provide a course in basic  first  aid  and  requiring  students  to
          complete such a course as a condition of graduation

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The education law is amended by adding a new section 819 to
     2  read as follows:
     3    § 819. Instruction relating to first aid. 1. The commissioner is here-
     4  by directed to provide and prescribe a course of  instruction  on  first
     5  aid  for  high school students in grades nine through twelve which shall
     6  include, but not be limited to, recognizing  shock,  minor  wound  care,
     7  choking, and minor burns. Such course shall offer cardiopulmonary resus-
     8  citation  (CPR)  from an approved provider in order for such students to
     9  become certified. Such  course  on  first  aid  shall  be  taught  on  a
    10  pass/fail basis and shall not affect the students' grade point average.
    11    2.  School  authorities shall provide the needed facilities, time, and
    12  place for the instruction set forth in this section  and  shall  provide
    13  learning  aids  and  curriculum  resource  materials which contribute to
    14  effective teaching methods and learning.
    15    3. As a condition of graduation from  high  school,  a  student  shall
    16  attend  and  pass  the  course on first aid; provided, however, students
    17  with a disability pursuant to  subdivision  one  of  section  forty-four
    18  hundred  one  of  this  chapter  are  exempt from the provisions of this
    19  section.
    20    § 2. This act shall take effect on the first of July  next  succeeding
    21  the date on which it shall have become a law.
