        AN  ACT directing the president of the civil service commission to study
          and publish a report on nurse practitioners
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1. It is the policy of this state to pursue equitable compen-
     2  sation for similar titles/duties within the state workforce and  provide
     3  for  opportunities  for career advancement. Compensation should be based
     4  not only on educational requirements, but also  on  the  actual  duties,
     5  experience  and  advanced  educational  certification.  The job title of
     6  nurse practitioner is overdue for a thorough review by the civil service
     7  commission.
     8    § 2. The president of the state civil  service  commission  is  hereby
     9  directed to study and publish a report on the job title of nurse practi-
    10  tioner. The study and report shall include, but not be limited to:
    11    (a)  the current job description of nurse practitioner and any changes
    12  that should be made to more accurately reflect the actual duties;
    13    (b) determination if the current  grade  24  adequately  reflects  the
    14  actual complexity of responsibilities and duties;
    15    (c)  the identification of a career ladder to be utilized in line with
    16  other professionals such as registered nurses, social workers, rehabili-
    17  tation counselors, dentists and doctors;
    18    (d)  the  correlation  between  career  ladders  and  the  impact   on
    19  retention; and

     1    (e) recognition of board certification as part of the career ladder.
     2    §  3. The president of the civil service commission shall determine if
     3  there is a need to make changes to the nurse practitioner title based on
     4  the information in the  report.  The  president  of  the  civil  service
     5  commission  shall  submit  the  above  described published report to the
     6  speaker of the assembly, the minority leader of the assembly, the tempo-
     7  rary president of the senate, the minority leader of the senate and  the
     8  governor's office of employee relations by July 1, 2018.
     9    § 4. This act shall take effect immediately.
