       AN ACT in relation to authorizing the villages of Sag  Harbor  and  East
         Hampton,  county  of  Suffolk,  to  reduce the speed limits in certain
         cases
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Notwithstanding  any law to the contrary, the villages of
    2  Sag Harbor and East Hampton, county of Suffolk are hereby authorized and
    3  empowered to lower the speed limit in such villages  to  not  less  than
    4  twenty  miles  per  hour, provided that the village board of trustees of
    5  each such village makes a written determination that the  implementation
    6  of  traffic  calming  measures  as  such  term is defined herein are not
    7  feasible on a particular designated highway within the village. For  the
    8  purposes of this act, "traffic calming measures" shall mean any physical
    9  engineering  measure  or  measures  that  reduce the negative effects of
   10  motor vehicle use, alter driver  behavior  and  improve  conditions  for
   11  non-motorized street users such as pedestrians and bicyclists.
   12    S 2. This act shall take effect immediately.
