        Introduced  by  Sens. RAMOS, GOUNARDES, HOYLMAN-SIGAL, LIU, MAY, PARKER,
          SEPULVEDA -- read twice and ordered printed, and when  printed  to  be
          committed to the Committee on Transportation

        AN ACT to amend the vehicle and traffic law, in relation to establishing
          scramble  crosswalks leading to and from school buildings during times
          of student arrival and dismissal

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Subdivision (a) of section 1642 of the vehicle and traffic
     2  law is amended by adding a new paragraph 28 to read as follows:
     3    28. (a) Establishment of  scramble  crosswalks  leading  to  and  from
     4  school  buildings  during  times  of student arrival and dismissal. Such
     5  scramble crosswalks shall include, but not be limited to, the  following
     6  requirements:
     7    (i)  scramble  crosswalks  shall operate on weekdays between 8:00 A.M.
     8  and 4:00 P.M.;
     9    (ii) pedestrians shall wait until a  pedestrian-control  signal  indi-
    10  cates a sign to walk;
    11    (iii)  vehicles  shall  not  turn  right at the intersection while the
    12  traffic signal indicates a red light;
    13    (iv) bicyclists may proceed with pedestrians when a pedestrian-control
    14  signal indicates a sign to walk, provided however, such bicyclists shall
    15  yield the right of way to all pedestrians in the intersection;
    16    (v) bicyclists may proceed with vehicular traffic  while  the  traffic
    17  signal indicates a green light; and
    18    (vi)  signs  shall  be  erected  at such intersections with a scramble
    19  crosswalk indicating that no person shall enter the intersection  unless
    20  a pedestrian-control signal indicates that all pedestrians may walk.
    21    (b)  For  the purposes of this paragraph, "scramble crosswalk" means a
    22  crosswalk with a traffic signal which temporarily  stops  all  vehicular
    23  traffic while a pedestrian-control signal indicates that all pedestrians
    24  at the intersection shall cross the intersection at the same time.
    25    §  2.  This  act shall take effect on the ninetieth day after it shall
    26  have become a law.
