        AN ACT to amend the vehicle and traffic law, in relation to establishing
          scramble  crosswalks leading to and from school buildings during times
          of student arrival and dismissal

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The  vehicle  and  traffic law is amended by adding a new
     2  section 1640-s to read as follows:
     3    § 1640-s. Scramble crosswalks in  cities  with  a  population  of  one
     4  million  or more. 1. There shall be scramble crosswalks in cities with a
     5  population of one million or more leading to and from  school  buildings
     6  during  times of student arrival and dismissal. Such scramble crosswalks
     7  shall include, but not be limited to, the following requirements:
     8    (a) scramble crosswalks shall operate on weekdays  between  8:00  A.M.
     9  and 4:00 P.M.;
    10    (b) pedestrians shall wait until a pedestrian-control signal indicates
    11  a sign to walk;
    12    (c)  vehicles shall not turn right at the intersection while the traf-
    13  fic signal indicates a red light;

     1    (d) bicyclists may proceed with pedestrians when a  pedestrian-control
     2  signal indicates a sign to walk, provided however, such bicyclists shall
     3  yield the right of way to all pedestrians in the intersection;
     4    (e)  bicyclists  may  proceed with vehicular traffic while the traffic
     5  signal indicates a green light; and
     6    (f) signs shall be erected  at  such  intersections  with  a  scramble
     7  crosswalk  indicating that no person shall enter the intersection unless
     8  a pedestrian-control signal indicates that all pedestrians may walk.
     9    2. For the purposes of this  section,  "scramble  crosswalk"  means  a
    10  crosswalk  with  a  traffic signal which temporarily stops all vehicular
    11  traffic while a pedestrian-control signal indicates that all pedestrians
    12  at the intersection shall cross the intersection at the same time.
    13    § 2. This act shall take effect on the ninetieth day  after  it  shall
    14  have become a law.
