Short title. This act shall be known and may be cited as 2 the "Dominic Murray sudden cardiac arrest prevention act". 3 § 2. Subdivision 1 of section 3001-b of education law, as added by 4 chapter 498 of the laws of 1991, is amended to read as follows: 5 1. On and after the effective date of this section, in addition to any 6 provision of law or rule or regulation of the department related to the 7 requirements necessary for teachers within the public school systems, 8 whether certified in physical education or not, to coach any extra-class 9 athletic activity, it shall be required of such teachers, except as 10 provided in subdivision two of this section, to hold a valid certificate 11 of completion of a course of study in first aid knowledge and skills 12 offered by the American National Red Cross and approved by the commis- 13 sioner, or to meet equivalent requirements as certified by the commis- 14 sioner. Any such course of study or equivalent requirements must include 15 instruction in recognizing signs and symptoms of cardiac arrest and 16 sudden cardiac arrest and the administration of adult cardiopulmonary 17 resuscitation. Prior to the start of each sports season, coaches must 18 provide valid evidence to their chief school officer that their first EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD08005-04-6A. 4216--B 2 1 aid and adult cardiopulmonary resuscitation knowledge and skills are 2 current pursuant to the requirements established by the American 3 National Red Cross or that they meet equivalent requirements as certi- 4 fied by the commissioner. 5 § 3. Subdivision 1 of section 3001-c of education law, as added by 6 chapter 39 of the laws of 1994, is amended to read as follows: 7 1. On and after the effective date of this section, it shall be 8 required of coaches of high school extra-class athletic activities in a 9 nonpublic school system, except as provided in subdivision two of this 10 section, to hold a valid certificate of completion of a course of study 11 in first aid knowledge and skills offered by the American National Red 12 Cross and approved by the commissioner, or to meet equivalent require- 13 ments as certified by the commissioner. Any such course of study or 14 equivalent requirements must include instruction in recognizing signs 15 and symptoms of cardiac arrest and sudden cardiac arrest and the admin- 16 istration of adult cardiopulmonary resuscitation. Prior to the start of 17 each sports season, coaches must provide valid evidence to their chief 18 school officer that their first aid and adult cardiopulmonary resusci- 19 tation knowledge and skills are current pursuant to the requirements 20 established by the American National Red Cross or that they meet equiv- 21 alent requirements as certified by the commissioner. 22 § 4. This act shall take effect on July 1, 2017; provided, however, 23 that effective immediately the department of education is authorized to 24 promulgate any and all rules and regulations and to take any other meas- 25 ures necessary to implement this act on or before such effective date.
