Prohibits public utilities from discriminating on the basis of age, gender, sexual orientation, military or veteran status, or union membership in the delivery of services; provides for the establishment of standards for the preparation for emergencies and the restoration of service during and after an emergency; requires public utilities to submit emergency preparation plans to the public service commission on an annual basis; requires submission of reports after the restoration of service in an emergency.
