AN ACT CONCERNING PERMITTING ACCOUNTABILITY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2013) Notwithstanding any provision of the general statutes, whenever any state agency (1) acts on any application, petition or request by an individual or business for a permit, license, approval or other permission to conduct any business activity or use of private property, (2) restricts or imposes a condition on any business activity or use of private property, or (3) brings an enforcement action, issues a cease and desist order, or otherwise requests that an individual or business stop or alter any business activity or use of private property, such agency shall, upon request, provide to any such affected individual or business the specific statute, regulation, permit or order authorizing such action.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require a state agency to, upon request, notify an individual or business of the statute, regulation, permit or order by which it has acted in regard to such individual or business.
