Summary

This bill clarifies the purpose of the Purchasing Division by omitting the reference to leasing; requires bids to be based on written specifications; permits director to effectively negotiate; repeals the requirement for the director to establish a central duplicating office; clarifies resident, veteran, small and minority vendor preferences; provides a preference for vendors which use products manufactured in West Virginia; and permits the state agency for surplus property to sell commodities to the general public at the posted price.
