Declares that the House has heard with profound sorrow of the death of the Honorable Thomas S. Foley, former Member of the House for 15 terms and Speaker of the House for the 101st, 102nd, and 103rd Congresses. Declares that: (1) in his death the United States and Washington (state) have lost a valued and eminent public servant and citizen; and (2) when the House adjourns on October 22, 2013, it stand adjourned as a further mark of respect to his memory.
