          Conservation -- reported favorably from said committee  and  committed

        AN ACT to amend the  environmental  conservation  law,  in  relation  to
          prohibiting the use of certain grades of fuel oil
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The environmental conservation law is amended by  adding  a
     2  new section 19-0329 to read as follows:
     3  § 19-0329. Certain fuel oil; prohibited.
     4    1.  On  and  after July first, two thousand twenty, no fuel oil, grade
     5  number six, as classified by  American  Society  for  Testing  Materials
     6  Standard  D396-15c,  shall  be used in any building or facility owned or
     7  operated by the state, or any agency thereof.
     8    2. On and after July first, two  thousand  twenty-two,  no  fuel  oil,
     9  grade number four, as classified by American Society for Testing Materi-
    10  als  Standard  D396-15c, shall be used in any building or facility owned
    11  or operated by the state, or any agency thereof.
    12    3. Nothing in this section shall prevent a municipality from  adopting
    13  a  law,  code,  ordinance or regulation which is more stringent than the
    14  requirements of this section with respect to fuel oil grade number  four
    15  and fuel oil grade number six.
    16    § 2. This act shall take effect immediately.
