        Introduced  by  Sens. LANZA, HAMILTON -- read twice and ordered printed,
          and when printed to be committed to the Committee on Rules
        AN ACT to amend the general business law, in relation to employee  human
          trafficking  recognition  training;  and  relating  to authorizing the
          establishment of a standardized human trafficking recognition training
          program
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. The general business law is amended by adding a new section
     2  210 to read as follows:
     3    §  210. Human-trafficking recognition training. Any establishment that
     4  constitutes a gaming facility as defined by subdivision twenty-three  of
     5  section  thirteen  hundred  one  of the racing, pari-mutuel wagering and
     6  breeding law, shall require all employees to undergo a human-trafficking
     7  recognition training program established by  the  division  of  criminal
     8  justice  services  and the office of temporary and disability assistance
     9  in consultation with the New York state interagency task force on  human
    10  trafficking.    However,  for class III gaming establishments authorized
    11  under the Indian Gaming Regulatory Act, 25 U.S.C. § 2701, et  seq.,  the
    12  gaming  commission  shall make available, upon request, such human-traf-
    13  ficking recognition training program.
    14    § 2.  In consultation with the New  York  Interagency  Task  Force  on
    15  Human  Trafficking, the commissioner of the division of criminal justice
    16  services and the commissioner of the office of temporary and  disability
    17  assistance  shall  together  establish  a standardized human-trafficking
    18  recognition training program for employees  of  gaming  facilities.  The
    19  commissioners may use federal, state, and non-profit organization sourc-
    20  es  provided  that  such training program shall address no less than the
    21  following issues:
    22    (a) The nature of human trafficking;
    23    (b) How human trafficking is defined in law;

     1    (c) How to identify victims of human trafficking;
     2    (d) Relief and recovery options for survivors; and
     3    (e) Social and legal services available to victims.
     4    The  commissioner of the division of criminal justice services and the
     5  commissioner of the office of temporary and disability assistance  shall
     6  complete  the human-trafficking recognition training program and make it
     7  available for use no more than six months after the  effective  date  of
     8  this act.
     9    § 3. This act shall take effect immediately.
