        Introduced  by  Sen. LATIMER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
        AN ACT to amend the executive law, in relation  to  establishing  police
          organization liaisons in immigrant communities
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The executive law is amended by adding a new section  837-t
     2  to read as follows:
     3    §  837-t.  Police  organization  liaison  in immigrant communities. 1.
     4  There is established in the county of Westchester a "police organization
     5  liaison in immigrant communities" program (POLICe). The program is to be
     6  funded annually in an amount not less than five hundred thousand dollars
     7  per year, for the purpose of providing at least five competitive  grants
     8  to  municipalities  in the county, to create at least one police liaison
     9  in immigrant communities  position  within  said  municipality's  police
    10  department.
    11    2. The role of POLICe is to work with members of the community who are
    12  immigrants  within  that jurisdiction, regardless of federal immigration
    13  status, and the local law enforcement agency, to ensure the needs of the
    14  immigrant community are being properly met by  law  enforcement  without
    15  stigma, fear or reprisal.
    16    3.  POLICe  staff  under  this  section  shall be a civilian position,
    17  exempted from any state or  federal  laws  related  to  cooperative  law
    18  enforcement with state or federal immigration agencies.
    19    § 2. This act shall take effect immediately.
