        AN ACT to amend the civil rights law, in relation to enacting the "trav-
          eling with dignity act"

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Short  title. This act shall be known and may be cited as
     2  the "traveling with dignity act".
     3    § 2. The civil rights law is amended by adding a new section  79-r  to
     4  read as follows:
     5    §  79-r.  Adult changing accommodations.   1. As used in this section,
     6  the following terms shall have the following meanings:
     7    (a) "Adult changing  accommodation"  means  an  adult  changing  table
     8  placed  within  an  enclosed  restroom facility or other similar private
     9  facility that is for use by persons with disabilities who need help with
    10  diapering.
    11    (b) "Commercial  place  of  public  amusement"  means  an  auditorium,
    12  convention  center,  cultural complex, exhibition hall, permanent amuse-
    13  ment park, sports arena, or theater or movie house for which the maximum
    14  occupancy is determined to be two thousand five hundred or more people.
    15    (c) "Covered facility" means a commercial place of  public  amusement,
    16  public  roadside  rest  area  with  sanitary  facilities, museum, public
    17  library or other public building.
    18    (d) "Disability" shall have the same meaning as provided for in subdi-
    19  vision twenty-one of section two hundred  ninety-two  of  the  executive
    20  law.
    21    (e)  "Public  building"  means a public building owned by the state of
    22  New York, under the supervision  and  control  of  the  commissioner  of
    23  general  services, that is determined by such commissioner to be open to
    24  the public.

     1    2. (a) A covered facility shall install  and  maintain  at  least  one
     2  adult changing accommodation for persons with a physical disability that
     3  is  accessible  to  both  men and women when the facility is open to the
     4  public, if any of the following occur:
     5    (i)  The  covered  facility  is  newly constructed on or after January
     6  first, two thousand twenty-four;
     7    (ii) When an existing covered facility is renovated on or after  Janu-
     8  ary first, two thousand twenty-four, and either requires a permit or the
     9  estimated cost of the renovation is ten thousand dollars or more; or
    10    (iii)  If neither subparagraph (i) or (ii) of this paragraph apply, in
    11  the case of:
    12    (1) a covered facility that is a public building, no later than  Janu-
    13  ary first, two thousand twenty-seven;
    14    (2)  a  covered  facility that is a museum or public library, no later
    15  than January first, two thousand twenty-nine; or
    16    (3) a covered facility that is a commercial place of public amusement,
    17  no later than January first, two thousand thirty-one; or
    18    (b) A covered facility with an enclosed  restroom  facility  or  other
    19  similar  private  facility  with  an  adult changing table in use before
    20  January first, two thousand twenty-four, shall be deemed to comply  with
    21  this subdivision.
    22    3.  A  covered  facility  shall ensure that the entrance to each adult
    23  changing accommodation has conspicuous signage indicating  the  location
    24  of  the  accommodation,  and,  if  the facility has a central directory,
    25  shall ensure that the central directory indicates the  location  of  the
    26  adult changing accommodation.
    27    § 3. This act shall take effect immediately.
