          in  accordance  with  Assembly Rule 3, sec. 2 -- committee discharged,
          bill amended, ordered reprinted as amended  and  recommitted  to  said
          committee

        AN  ACT  to  amend  the  public  health law, in relation to the maternal
          health crisis and establishing two centers of maternal  and  childcare
          services;  and to repeal title 3 of article 25 of such law relating to
          the control of midwifery

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  This act shall be known and may be cited as the "Chisholm
     2  Chance Act".
     3    § 2. Title 3 of article 25 of the public health law is REPEALED and  a
     4  new title 3 is added to read as follows:
     5                                  TITLE III
     6                             CHISHOLM CHANCE ACT
     7  Section 2560. Legislative findings.
     8          2561. State university of New York center of maternal and child-
     9                care services.
    10          2562. Montefiore   medical  center  of  maternal  and  childcare
    11                services.
    12          2563. Appropriations.
    13    § 2560. Legislative findings. 1.  The  legislature  hereby  finds  and
    14  declares  that  severe  maternal  morbidity  constitutes a public health
    15  crisis that poses a serious threat to the health and quality of life  of
    16  many  women  and  children. New York is among the bottom third of states
    17  for the number of women dying, with women of color dying at a rate three
    18  and one-half times more than other women. The highest  rates  of  severe
    19  maternal  morbidity  occur in two counties, Kings and Bronx county, with
    20  the highest rate occurring in north and central Brooklyn.

     1    2. The legislature further finds and declares that centers of maternal
     2  and childcare services should be established at the state university  of
     3  New  York  downstate  medical  center  in Kings county and at Montefiore
     4  medical center in Bronx county to address the severe maternal  morbidity
     5  crisis.
     6    § 2561.  State university of New York center of maternal and childcare
     7  services.  1. There is hereby established within the state university of
     8  New  York  downstate  medical  center a center of maternal and childcare
     9  services, hereinafter referred to in this section as "the  center".  The
    10  center  shall  be  dedicated to the care of women and children and shall
    11  offer services, including but not limited to:  (a)  prenatal  care;  (b)
    12  prenatal  and  childbirth classes; (c) labor and delivery care; (d) high
    13  risk pregnancy care; (e) inpatient and outpatient lactation consultation
    14  and support; (f) heart health and heart disease prevention;  (g)  breast
    15  health  and  mammography;  (h) gynecologic surgery; (i) imaging; (j) lab
    16  services; and (k)postpartum care.
    17    2. The center shall provide clinical experiences for students enrolled
    18  in the state university of New York downstate health  sciences  center's
    19  school of health professions midwifery program.
    20    3.  The center shall also collaborate with the state university of New
    21  York downstate health sciences center for the conduction of research  to
    22  inform  and  support  health  care  professionals providing maternal and
    23  childcare services at the center. Such research shall  prioritize  women
    24  and  children  of  color  and  shall include, but not be limited to: (a)
    25  research to better understand and address the increasing rates of  life-
    26  threatening  complications  around pregnancy; (b) identifying biomarkers
    27  for risk of morbidity and mortality  during  and  after  pregnancy;  (c)
    28  racial  and  ethnic disparities in rates of pregnancy-related death; and
    29  (d) treatments that will reduce the rates  of  life-threatening  compli-
    30  cations during pregnancy, labor and delivery, and the postpartum period.
    31    4. The center shall coordinate with local social services agencies and
    32  specially  trained community-based organizations to identify and address
    33  gaps in systems of care and coordinate  outreach  efforts  to  find  and
    34  engage high-need women and children in Kings county.
    35    §  2562. Montefiore medical center of maternal and childcare services.
    36  1. There is hereby established within the Montefiore  medical  center  a
    37  center  of  maternal  and childcare services, hereinafter referred to in
    38  this section as "the center". The center shall be dedicated to the  care
    39  of women and children and shall offer services, including but not limit-
    40  ed to: (a) prenatal care; (b) prenatal and childbirth classes; (c) labor
    41  and  delivery  care;  (d)  high  risk  pregnancy care; (e) inpatient and
    42  outpatient lactation consultation and  support;  (f)  heart  health  and
    43  heart disease prevention; (g) breast health and mammography; (h) gyneco-
    44  logic surgery; (i) imaging; (j) lab services; and (k) postpartum care.
    45    2. The center shall provide clinical experiences for students enrolled
    46  in Hostos community college.
    47    3. The center shall also collaborate with Hostos community college for
    48  the  conduction  of  research  to inform and support health care profes-
    49  sionals providing maternal and childcare services at the center.    Such
    50  research shall prioritize women and children of color and shall include,
    51  but not be limited to: (a) research to better understand and address the
    52  increasing rates of life-threatening complications around pregnancy; (b)
    53  identifying  biomarkers  for  risk of morbidity and mortality during and
    54  after pregnancy; (c) racial and ethnic disparities in rates of  pregnan-
    55  cy-related death; and (d) treatments that will reduce the rates of life-

     7    §  2563. Appropriations. The provisions of this title shall be subject
     8  to available state appropriations.
     9    § 3. This act shall take effect immediately.
