       AN  ACT  to  amend  the  environmental  conservation law, in relation to
         prohibiting the storage or pumping of water into the Lloyd Sands  area
         of Long Island
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 15-1528 of the environmental  conservation  law  is
    2  amended by adding a new subdivision 5 to read as follows:
    3    5.  THE  MORATORIUM  PROVIDED FOR IN THIS SECTION SHALL ALSO INCLUDE A
    4  PROHIBITION ON:
    5    (A) THE GRANTING OF ANY NEW PERMITS TO DRILL ANY PUBLIC WATER  SUPPLY,
    6  PRIVATE  WATER SUPPLY OR INDUSTRIAL WELLS IN ANY COASTAL COMMUNITY WHERE
    7  CHLORIDE CONTAMINATION DOES NOT RESULT FROM SEAWATER INTRUSION; AND
    8    (B) THE GRANTING OF ANY EXEMPTION PURSUANT TO SUBDIVISION FOUR OF THIS
    9  SECTION UNTIL THE COMMISSIONER HAS COMPLETED SUFFICIENT RESEARCH  NECES-
   10  SARY  TO  ISSUE A DIRECTIVE TO LIFT SUCH MORATORIUM PURSUANT TO SUBDIVI-
   11  SION THREE OF THIS SECTION.
   12    S 2. This act shall take effect immediately.
