Amends deadlines to facilitate timely transmission of ballots to overseas military voters for primary and general elections; relates to filling vacancies in elective offices; relates to the conducting of the presidential primary, to provide for the election of delegates to a national party convention or a national party conference in 2016 and the "presidential" and local and federal primary in such year; makes related provisions.
