Summary

Provides, upon authorization from the local legislative body, for the exemption of certain private dwellings and improvements within cities having a population of less than 1,000,000 from local taxation by providing for a graduated phase-in of real property taxes for newly constructed or substantially rehabilitated one and two family homes.
