Requiring the presidents of University System of Maryland institutions to ensure that a student committee is presented with any proposed fees for their review; requiring the amount of the fee, the students who will be charged the fee, and the proposed use of the revenue generated from the fee to be provided to the student committee; and requiring certain revenues to be retained by campus unit or department that imposed the fee unless the student committee approves the transfer of revenues to another campus unit or department.
