Requires the department of homeland security (department) to develop core curriculum requirements and standards for an 80 hour tactical emergency casualty care (TECC) trainer program, not later than July 1, 2015. Requires the department to develop an 80 hour trainer program based upon the core curriculum requirements and standards, not later than January 1, 2016. Allows the department to approve 80 hour trainer programs developed by third parties that substantially meet the core curriculum requirements and standards developed by the department.
