1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, Illinois was the first state to ratify the | ||||||
3 | Thirteenth Amendment to the United States Constitution, which | ||||||
4 | abolished slavery; and
| ||||||
5 | WHEREAS, The proposed Constitutional Amendment received | ||||||
6 | final approval by Congress and was sent to the states for | ||||||
7 | ratification on January 31, 1865; and
| ||||||
8 | WHEREAS, United States Senator Lyman Trumbull of Illinois, | ||||||
9 | a co-author of the proposed Constitutional Amendment, promptly | ||||||
10 | sent a telegram asking that "Illinois be the first to ratify" | ||||||
11 | to Governor Richard J. Oglesby, who immediately sent a message | ||||||
12 | to the General Assembly calling for immediate ratification, | ||||||
13 | saying: "It is just, it is humane, it is right to do so."; and

14 | WHEREAS, Ratification was effected by a joint resolution | ||||||
15 | offered in the Senate on the morning of February 1, 1865, where | ||||||
16 | it was adopted by a vote of 18-6; it then moved on to the House | ||||||
17 | of Representatives, where it was adopted before 4 o'clock that | ||||||
18 | same day by a vote of 48-28; and

19 | WHEREAS, Following ratification of the Thirteenth | ||||||
20 | Amendment to the United States Constitution, the General | ||||||
21 | Assembly also repealed odious laws that discriminated against |

2 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
3 | ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the State | ||||||
4 | of Illinois for the being the first state to ratify the | ||||||
5 | Thirteenth Amendment to the United States Constitution, | ||||||
6 | abolishing slavery; and be it further

7 | RESOLVED, That we recognize the actions of the | ||||||
8 | Twenty-Fourth General Assembly in taking further steps to | ||||||
9 | repeal discriminatory laws.
