Bill Title: Amends the Illinois Insurance Code. Provides that an insurance company offering homeowner's insurance coverage or renter's insurance coverage that issues a policy or contract insuring against liability for injury to a person or injury to or destruction of property arising out of the ownership, lease, or rental of residential property shall, to the best of their ability, for any claim involving a dog-related incident, record specified circumstances relating to the incident. Provides that the information shall be collected for a 2-year period beginning on January 1, 2022 and shall be reported annually to the Department of Insurance. Requires the Department to make the information available on the Department's website by July 1, 2023 and update the information each July 1 through July 1, 2024. Provides that the information or data collected by the Department shall not be released or published in any way that violates the confidentiality or proprietary status or nature of the data.

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Insurance Code is amended by
5adding Section 143.10d as follows:
6 (215 ILCS 5/143.10d new)
7 Sec. 143.10d. Claim information for a dog-related
8incident.
9 (a) An insurance company offering homeowner's insurance
10coverage or renter's insurance coverage that issues a policy
11or contract insuring against liability for injury to a person
12or injury to or destruction of property arising out of the
13ownership, lease, or rental of residential property shall, to
14the best of their ability, for any claim involving a
15dog-related incident, record circumstances relating to the
16incident, including, but not limited to:
17 (1) the breed of dog, and, if the breed was made by
18 visual identification, who made the identification: the
19 adjuster, the owner, or the insured;
20 (2) where the owner or insured obtained the dog from:
21 a pet store, a breeder, an animal shelter or rescue, a
22 friend or acquaintance, or found the dog as a stray;
23 (3) the sex of the dog and whether the dog was spayed

1 or neutered;
2 (4) whether the person injured by the dog was observed
3 engaging in teasing, tormenting, battering, assaulting,
4 injuring, or otherwise provoking the dog;
5 (5) the type of injury sustained by the victim, such
6 as a bite or fall;
7 (6) whether the incident occurred on the insured's
8 property or another location; and
9 (7) any obedience training or previous claims or past
10 complaints against the dog.
11 (b) This information shall be collected for a 2-year
12period beginning on January 1, 2022 and shall be reported
13annually to the Department. The Department shall make the
14information available on the Department's website by July 1,
152023 and shall update the information each July 1 through July
161, 2024. The information or data collected by the Department
17shall not be released or published in any way that violates the
18confidentiality or proprietary status or nature of the data.
