2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Raymond J. Rose on | ||||||
4 | his retirement after 20 years as the chief of police for the | ||||||
5 | Village of Mundelein; and
| ||||||
6 | WHEREAS, Raymond J. Rose became chief of police in 1992; | ||||||
7 | prior to assuming the position of chief with Mundelein, he | ||||||
8 | served with the Elk Grove Village Police Department for 24 | ||||||
9 | years, achieving the rank of deputy chief; and
| ||||||
10 | WHEREAS, Raymond J. Rose has had extensive training and | ||||||
11 | education focused on law enforcement, including the 59th | ||||||
12 | nine-month Police Administration Training Program class at | ||||||
13 | Northwestern University's Center for Public Safety, the 161st | ||||||
14 | Session of the National F.B.I. Academy at Quantico, Virginia, | ||||||
15 | the 15th Session of the Senior Management Institute for Police | ||||||
16 | hosted by the Police Executive Research Forum and Harvard's | ||||||
17 | Kennedy School of Government, the Northwestern Executive | ||||||
18 | Management Program, the FBI Midwest Law Enforcement Executive | ||||||
19 | Development Program, and the FBI LEEDS course at Quantico; he | ||||||
20 | received his Bachelor's Degree in Liberal Arts and Sciences | ||||||
21 | from Northern Illinois University and a Master's Degree in | ||||||
22 | Public Administration from Northern Illinois, and was inducted | ||||||
23 | into the Pi Alpha Alpha National Honors Society for Public |

2 | WHEREAS, Raymond J. Rose has been active in many groups | ||||||
3 | serving the law enforcement community, including being past | ||||||
4 | president of the Illinois Association of Chiefs of Police, past | ||||||
5 | president of the Lake County Chiefs of Police Association, past | ||||||
6 | president of the Board of Directors-Northern Illinois Crime | ||||||
7 | Lab, past president of the Northeast Multi-Regional Training | ||||||
8 | Board, chairman of the Lake County Major Crime Task Force, | ||||||
9 | chairman of the Lake County Metropolitan Enforcement Group, | ||||||
10 | secretary of the Northern Illinois Police Alarm System Board, | ||||||
11 | and numerous other law enforcement affiliated organizations; | ||||||
12 | and

13 | WHEREAS, Raymond J. Rose has had articles published in | ||||||
14 | several law enforcement magazines, including Police Chief | ||||||
15 | Magazine, Command Magazine, and Law Enforcement Technology | ||||||
16 | Magazine; he coauthored a graduate-level textbook on public | ||||||
17 | administration, Managing Local Government; and

18 | WHEREAS, Raymond J. Rose has brought State and National | ||||||
19 | recognition to Mundelein by his success with the Illinois | ||||||
20 | Traffic Safety Challenge; he helped Mundelein place 2nd in | ||||||
21 | 2012, 2nd in 2010, 1st in 2009, 3rd in 2005, 3rd in 2003, and | ||||||
22 | 2nd in 2000; he has brought a host of community programs to the | ||||||
23 | city, including DARE, GREAT, A-May-Zing Mundelein, Bike Rodeo, |

17 | the top 20 for Special Olympics fundraisers for 6 years, the | ||||||
18 | 2010 Community Policing Award from the International Chiefs of | ||||||
19 | Police Association for Enhanced Police Response to Victims, | ||||||
20 | Governor's Cup Finalist 2010 for A-May-Zing Mundelein, won the | ||||||
21 | Governor's Cup in 2008 for Mundelein After-School Coalition, | ||||||
22 | 1st place for A-May-Zing Mundelein, the 2010 IL Award from | ||||||
23 | OJJDP for Social Hosting, the 2010 Organization of the Year | ||||||
24 | from Mundelein Community Connection, the National Night Award, | ||||||
25 | the 2009 IACP/Motorola Webber Seavey Award for Quality in Law |

6 | Illinois Association of Chiefs of Police, the Law Enforcement | ||||||
7 | Award from the Lake County Juvenile Officers Association, the | ||||||
8 | Commitment to Community's Children Award from District 75, the | ||||||
9 | SHOCAP Service Award, the Public Safety Executive Leadership | ||||||
10 | Award from the Northwestern University Center for Public | ||||||
11 | Safety, the Community Leadership Award from NICASA, the GLMV | ||||||

18 | we congratulate Police Chief Raymond J. Rose on his retirement | ||||||
19 | after 20 years and honor his service to the Village of | ||||||
