Bill Title: Amends the Unified Code of Corrections. Includes as members of the Tamms Minimum Security Unit Task Force: (1) one member representing the Illinois Community College Board, appointed by the Chairman of the Illinois Community College Board; (2) one member from an organization that advocates on behalf of inmates; and (3) one member from another organization that advocates on behalf of inmates. Deletes provision that the members of the Task Force shall select a Chairperson. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Unified Code of Corrections is amended by | |||||||||||||||||||
5 | changing and renumbering Section 3-2-2.3 (as added by Public | |||||||||||||||||||
6 | Act 101-449) as follows:

7 | (730 ILCS 5/3-2-2.4)
| |||||||||||||||||||
8 | (Section scheduled to be repealed on January 1, 2022) | |||||||||||||||||||
9 | Sec. 3-2-2.4 3-2-2.3 . Tamms Minimum Security Unit Task | |||||||||||||||||||
10 | Force. | |||||||||||||||||||
11 | (a) The Tamms Minimum Security Unit Task Force is created | |||||||||||||||||||
12 | to study using the Tamms Minimum Security Unit as a vocational | |||||||||||||||||||
13 | training facility for the Department of Corrections. The | |||||||||||||||||||
14 | membership of the Task Force shall include: | |||||||||||||||||||
15 | (1) one member to serve as chair, appointed by the | |||||||||||||||||||
16 | Lieutenant Governor; | |||||||||||||||||||
17 | (2) one member of the House of Representatives

18 | appointed by the Speaker of the House of Representatives; | |||||||||||||||||||
19 | (3) one member of the House of Representatives
| |||||||||||||||||||
20 | appointed by the Minority Leader of the House of
| |||||||||||||||||||
21 | Representatives; | |||||||||||||||||||
22 | (4) one member of the Senate appointed by the Senate
| |||||||||||||||||||
23 | President; |

1 | (5) one member of the Senate appointed by the Senate
| ||||||
2 | Minority Leader; | ||||||
3 | (6) the Director of Corrections or his or her designee; | ||||||
4 | (7) one member of a labor organization representing a | ||||||
5 | plurality of Department of Corrections employees; | ||||||
6 | (8) one member representing Shawnee Community College,
| ||||||
7 | appointed by the President of Shawnee Community College; | ||||||
8 | (9) one member representing Southern Illinois
| ||||||
9 | University, appointed by the President of Southern
| ||||||
10 | Illinois University; | ||||||
11 | (10) the mayor of Tamms, Illinois; and | ||||||
12 | (11) one member representing Alexander County,
| ||||||
13 | appointed by the Chairman of the Alexander County Board ; | ||||||
14 | (12) one member representing the Illinois Community | ||||||
15 | College Board, appointed by the Chairman of Illinois | ||||||
16 | Community College Board; | ||||||
17 | (13) one member from an organization that advocates on | ||||||
18 | behalf of inmates; and | ||||||
19 | (14) one member from another organization that | ||||||
20 | advocates on behalf of inmates . | ||||||
21 | (b) Each member of the Task Force shall serve without | ||||||
22 | compensation. The members of the Task Force shall select a | ||||||
23 | Chairperson. The Task Force shall meet 2 times per year or at | ||||||
24 | the call of the Chairperson. The Department of Corrections | ||||||
25 | shall provide administrative support to the Task Force. | ||||||
26 | (c) The Task Force shall submit a report to the Governor |

1 | and the General Assembly on or before December 31, 2020 with | ||||||
2 | its recommendations. The Task Force is dissolved on January 1, | ||||||
3 | 2021. | ||||||
4 | (d) This Section is repealed on January 1, 2022.

6 | Section 99. Effective date. This Act takes effect upon | ||||||
