Bill Title: Reinserts the provisions of the introduced bill with the following changes. Further amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Division of Criminal Investigation shall cooperate and liaise with all federal law enforcement and other partners on criminal investigations, intelligence, information sharing, and national security planning and response. Provides that the Division of Forensic Services shall examine digital evidence. In provisions relating to the Illinois Forensic Science Commission, changes references to forensic laboratory to ISO 17025 accredited forensic laboratory. Amends the Illinois State Police Act. Provides that the Illinois State Police Academy shall maintain and store training records for Illinois State Police officers. Amends the Narcotic Control Division Abolition Act. Provides that the Director of the Illinois State Police shall make the results obtained in the enforcement of this Act available on the Illinois State Police website and may make such other information and recommendations to the Governor annually as the Director deems proper (rather than report the results obtained in the enforcement of the Act, in an annual report to the Governor, together with such other information and recommendations as the Director deems proper). In the State Finance Act: repeals provisions creating the State Police Training and Academy Fund on July 1, 2025 (rather than January 1, 2025); in provisions relating to the State Police Law Enforcement Administration Fund, provides that the primary purpose of the Fund shall be to finance State Police cadet classes (rather than to finance State Police cadet classes in May and October of every year); and changes the date remaining moneys shall be transferred from the State Police Training and Academy Fund to the State Police Law Enforcement Administration Fund from July 1, 2024 to July 1, 2025, and repeals the provisions relating to the State Police Training and Academy Fund on January 1, 2026 (rather than January 1, 2025). In the Arsonist Registration Act, provides that the Statewide Arsonist Database shall contain information relating to each arsonist for a period of 10 years after conviction for an arson offense and the Illinois State Police must have the Statewide Arsonist Database created and ready to comply with the requirements of the provisions no later than July 1, 2025. In various Acts, adds references to the Arsonist Registry Act where references to the Arsonist Registration Act are stricken. Effective July 1, 2024.
