SENATE CONCURRENT

RESOLUTION

 

 

urging the university of hawaii to convene an early childhood education articulation working group to develop a single articulation pathway for early childhood education students.

 

 


     WHEREAS, the earliest years of a child's life are critical to laying the foundation of learning and wellness needed for success in school and beyond; and

 

     WHEREAS, especially during these early years, the educational system should ensure that our youngest children have access to opportunities that will prepare them to reach their greatest potential; and

 

     WHEREAS, this objective is often hindered due to a shortage of early childhood educators having the specialized training necessary to best provide the required high-quality early learning opportunities to the State's children; and

 

     WHEREAS, the State must find ways to incentivize the development of a pool of highly qualified early childhood education professionals; and

 

     WHEREAS, the development of a single articulation pathway in the State's public higher education system will allow students to achieve a baccalaureate degree in an early childhood education field more easily and encourage more students to commit to the field; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the University of Hawaii is urged to convene an early childhood education articulation working group to develop a single articulation pathway for students working toward degrees in fields relating to early childhood education; and

     BE IT FURTHER RESOLVED that the President of the University of Hawaii is requested to appoint to the working group at least one representative from each campus of the University of Hawaii System that offers a program in early childhood education; and

 

     BE IT FURTHER RESOLVED that the single articulation pathway is urged to:

 

     (1)  Incorporate any relevant general education requirements;

 

     (2)  Match complementary competencies and learning outcomes for both associate and baccalaureate degrees;

 

     (3)  Allow a student who completes an associate degree in a field relating to early childhood education to pursue a single, common curriculum in early childhood education that will articulate, without alteration, with a related baccalaureate degree program at any other University of Hawaii campus that offers the related baccalaureate degree;

 

     (4)  Allow a student who completes an associate degree in a field relating to early childhood education to apply all the credits earned for the student's associate degree toward the related baccalaureate degree so that the student may begin the baccalaureate degree as a junior-status student;

 

     (5)  Be developed in consultation with appropriate employers regarding the competencies and learning outcomes considered important for a successful career and employment in the field of early childhood education; and

 

     (6)  Be implemented no later than the beginning of the 2021-2022 academic year; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii is urged to publicize the availability of and requirements for any articulation pathway developed and implemented by all appropriate means, including by publication of the pathway on the website of each academic unit that offers an early childhood education program or degree; and

 

     BE IT FURTHER RESOLVED that the early childhood education articulation working group is requested to submit a report of its findings and recommendations, including any recommendations, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the President of the University of Hawaii.
