SENATE CONCURRENT
RESOLUTION
urging the united nations to grant taiwan meaningful participation in the international civil aviation organization.
WHEREAS, the International Civil Aviation Organization is a one-hundred-ninety-member state United Nations specialized agency established pursuant to the Convention on International Civil Aviation in 1944 that aims to develop the principles and techniques of international air navigation as well as to foster the planning and development of international air transport; and
WHEREAS, the International Civil Aviation Organization promotes the development of international civil aviation on the basis of equality of opportunity, harmony, and universality; and
WHEREAS, in a global world, civil aviation is pivotal in promoting cultural exchange, business, trade, and tourism; and
WHEREAS, Taiwan is a key air transport hub linking northeast and southeast Asia and the Taipei Flight Information Region serves dozens of international airlines operating more than one million flights carrying over forty million passengers and more than 1,580,000 metric tons of cargo each year; and
WHEREAS, Taiwan has been excluded from the International Civil Aviation Organization since 1971, rendering it extremely difficult to obtain and verify information from the International Civil Aviation Organization to ensure currency and completeness of data on aviation standards and norms; and
WHEREAS, Taiwan's private and nongovernmental organizations cannot participate in International Civil Aviation Organization technical and academic seminars, crippling Taiwan's efforts to conform its civil aviation practices to world standards; and
WHEREAS, Taiwan needs to bring its civil aviation practices in line with world standards to ensure the integrity of the international air safety and security network, promote cultural exchange, business, trade and tourism, and enhance the convenience of international passengers; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the International Civil Aviation Organization is urged to grant Taiwan meaningful participation in the activities, meetings, and mechanisms of the International Civil Aviation Organization; and
BE IT FURTHER RESOLVED that the International Civil Aviation Organization is urged to grant Taiwan:
(1) Observership in International Civil Aviation Organization decision-making bodies;
(2) Observership in International Civil Aviation Organization technical meetings, such as Regional Air Navigation Meetings and Division-type Air Navigation meetings;
(3) Participation in International Civil Aviation Organization mechanisms such as the Public Key Directory; and
(4) Direct contact with the International Civil Aviation Organization and its Asia and Pacific office; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Secretary General of the United Nations, the Secretary General of the International Civil Aviation Organization, the President of the Council of the International Civil Aviation Organization, the President of the Republic of China, and the Director General of the Taipei Economic and Cultural Office in Honolulu.
