A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SEVENTEENTH SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $59,770,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of financing capital improvement projects for the seventeenth senatorial district, as follows:

1.   Waipahu high school

A.   Design, planning, and construction of school-wide electrical upgrade; ground and site improvements; equipment and appurtenances.

              Design                                 $   500,000

              Construction                           3,500,000

                   Total funding                     $ 4,000,000

B.   Design, construction, and equipment for a new elevated classroom building with parking below; ground and site improvements; equipment and appurtenances.

              Design                                 $   900,000

              Construction                           20,000,000

              Equipment                         100,000

                   Total funding                     $21,000,000

C.   Design and construction for parking and retaining walls per the master plan first increment; ground and site improvements; equipment and appurtenances.

              Design                                 $   400,000

              Construction                           9,100,000

                   Total funding                     $ 9,500,000

D.   Design and construction for walk-in refrigerator for the career and technical education culinary academy classroom/kitchen; ground and site improvements; equipment and appurtenances.

              Design                                 $    50,000

              Construction                      300,000

                   Total funding                     $   350,000

E.   Design and construction for resurfacing and improvements to existing tennis courts and underlayment; ground and site improvements; equipment and appurtenances.

              Design                                 $    30,000

              Construction                      420,000

2.   Waipahu elementary school

A.   Design, planning, and construction for four new portable classroom buildings; ground and site improvements; equipment and appurtenances.

              Design                                 $   100,000

              Construction                           2,460,000

                   Total funding                     $ 2,600,000

B.   Design, planning, and construction of school-wide electrical upgrade; ground and site improvements; equipment and appurtenances.

              Design                                 $   350,000

              Construction                           2,150,000

                   Total funding                     $ 2,500,000

3.   Honowai elementary school

     Design, construction, and equipment for a new classroom building and renovation of relocated facilities; ground and site improvements; equipment and appurtenances.

              Design                                 $   1,020,000

              Construction                           18,200,000

              Equipment                         150,000

                   Total funding                     $19,370,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2015.
