A
RESOLUTION
Creating
the House Study Committee on the Horse Racing Industry; and for other
purposes.
WHEREAS,
the State of Georgia has significant amounts of pastureland and facilities that
would allow for the breeding, raising, training, and stabling of horses; and
WHEREAS,
the State of Georgia's economy would benefit from an expansion of the equine
industry in Georgia; and
WHEREAS,
the State of Georgia would receive broad financial benefits from additional
employment opportunities, the investment of additional capital, and the
realization of profits from the breeding, raising, and quartering of horses and
the possibility of pari-mutuel wagering and training and racing horses at tracks
in this state; and
WHEREAS,
the House of Representatives studied the issues of horse racing and pari-mutuel
betting last year, but, due to certain limitations of time, the study committee
was unable to obtain the information necessary to fully complete its work;
and
WHEREAS,
the financial and other implications of such an expansion of Georgia's equine
industry deserve to be fully considered and studied.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created
the House Study Committee on the Horse Racing Industry to be composed of six
members. Three members shall be members of the House of Representatives, two
members shall be citizens of the state, and one member shall be an individual
who is involved in the horse racing industry. Each member shall be appointed by
the Speaker of the House of Representatives. The Speaker shall designate one of
the House members of the committee to be the chairperson of the committee. The
chairperson shall call all meetings of the committee. In the event that the
Senate has a similar study committee, the committee shall be authorized to
conduct meetings jointly with the Senate committee and to collaborate with the
Senate committee in studying the above issues and determining what actions or
legislation should be recommended.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the above
issues and recommend any actions or legislation that the committee deems
necessary or appropriate. The committee may conduct such meetings at such
places and at such times as it may deem necessary or convenient to enable it to
exercise fully and effectively its powers, perform its duties, and accomplish
the objectives and purposes of this resolution. The members of the committee
shall receive the allowances authorized for legislative members of interim
legislative committees but shall receive the same for not more than five days
unless additional days are authorized. The funds necessary to carry out the
provisions of this resolution shall come from the funds appropriated to the
House of Representatives. The committee shall publish a report of its findings
and recommendations which may include suggestions for proposed legislation.
Such report shall be made on or before December 31, 2012. The
committee shall stand abolished on December 31, 2012.
