Requires that certificate of veterinary inspection for dog or cat offered for sale within state or by seller located within state be prepared by veterinarian licensed by state of dog or cat's origin; specifies additional diseases & conditions that certificate of veterinary inspections must address; requires additional information to be included in certificate; reduces time period in which veterinary examination must take place; provides requirements for display of official certificate of veterinary inspection or other specified information; prohibits offer for sale or donation of cats & dogs at certain locations; provides exceptions.
