AN ACT CONCERNING THE STATE RESPONSE TO A DECLARED STATE OF EMERGENCY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2012) The Department of Emergency Services and Public Protection shall, in consultation with the Military Department, any other state agency deemed pertinent and Community Emergency Response Teams, develop an Emergency Preparedness Plan (EPP) to coordinate state and local resources in the event of an emergency declared by the Governor under the provisions of chapter 517 of the general statutes. The EPP shall include, but not be limited to: (1) The manner in which the state can make the best use of its resources, including its workforce, in responding to an emergency, (2) delineating clear roles for the state and local governments during an emergency, (3) recommendations to eliminate jurisdictional concerns when removing debris or wreckage from roads during an emergency, and (4) requiring local, regional and state-wide training and simulated drills in preparation for an emergency.

This act shall take effect as follows and shall amend the following sections:
