University of California: student tuition and fee increases.
This measure would urge the Regents of the University of California to reject specified tuition and fee increases for students at University of California campuses statewide.

WHEREAS, The University of California (UC) is proposing to raise tuition and the student services fee for state residents by 2.7 percent, which would result in an increase of $342 in tuition and student services fees per academic year for a total of $12,972 for the 2018–19 academic year; and
WHEREAS, On January 26, 2017, the Regents of the University of California voted to increase tuition and the student services fees at all UC campuses statewide for the 2017–18 academic year by $336; and
WHEREAS, UC student tuition and student services fees have increased by more than 100 percent since the 2005–06 academic year; and
WHEREAS, The Governor has proposed a 3 percent increase in base funding for the UC and California State University (CSU) systems in his 2018–19 budget; and
WHEREAS, An audit released on April 25, 2017, by the California State Auditor, Elaine Howle, admonished UC President, Janet Napolitano, for raising UC student tuition to fund office perks and excessive executive and administrative personnel salaries at the expense of California’s students; and
WHEREAS, The California State Auditor reported that the UC Office of the President has “amassed substantial reserve funds, used misleading budgeting practices, provided its employees with generous salaries and atypical benefits, and failed to satisfactorily justify its spending on systemwide initiatives”; and
WHEREAS, The April 25, 2017, audit concluded by stating that “the Office of the President also spent more than $2 million for its staff’s business meetings and entertainment expenses over the past five years,” including, but not limited to, theater tickets, expensive hotel rooms, and even limousines for staff; and
WHEREAS, Future economic uncertainty and evidence of gross mismanagement should lead the UC system to focus on reducing the system’s structural costs and improving efficiencies instead of foisting higher financial burdens on its students; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature urges the Regents of the University of California to reject the recently proposed, unnecessary tuition and fee increases for students at University of California campuses statewide; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
