AN ACT
Amending Title 41, chapter 3, article 1.1, Arizona Revised Statutes, by adding section 41-511.24; relating to the Arizona state parks board.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 3, article 1.1, Arizona Revised Statutes, is amended by adding section 41-511.24, to read:
41-511.24. Veterans memorial state park
The Arizona state parks board may participate in a study committee to evaluate whether the Arizona state parks board should:
1. Establish the veterans memorial state park subject to the purchase of the veterans memorial state park site pursuant to title 37, chapter 2, article 3.
2. Work with interested parties to develop the veterans memorial state park.
3. Enter into an intergovernmental agreement pursuant to title 11, chapter 7, article 3 with the county in which the park is located for the maintenance and preservation of the veterans memorial state park.
Sec. 2. Veterans memorial state park study committee; members; duties; report; delayed repeal
A. The veterans memorial state park study committee is established consisting of the following members:
1. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.
2. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.
3. The state land commissioner or the commissioner's designee.
4. The director of the Arizona state parks board or the director's designee.
5. The director of the department of veterans' services or the director's designee.
6. One member who represents a nonprofit organization designated by a community college district in a county with a population of more than two million persons to receive and manage gifts on behalf of the community college district and who is appointed by the governor based on the recommendations of the board of directors of the nonprofit organization.
7. One member who has professional experience and expertise in veteran outreach and coordination and who is appointed by the governor based on the recommendations of a nonprofit organization that is a statewide consortium of veteran service organizations.
B. The committee shall elect a chairperson and vice chairperson from among its membership at the committee's first meeting.
C. The committee shall:
1. Identify land parcels of an appropriate size and location for placement of the veterans memorial state park.
2. Identify funding sources for the purchase or lease and the development of the land parcels through public and private partnerships or other sources.
3. Determine the potential benefits of coordinating the location and development of the veterans memorial state park through collaborative opportunities.
4. Submit a report regarding the committee's activities, findings and recommendations on or before December 1, 2016 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
D. This section is repealed from and after December 31, 2017.
