The purpose of this bill is to require greater information to be submitted by the Public Service Commission annually regarding the quality of service provided by utilities and persons subject to its jurisdiction, and to require incumbent local exchange carriers to achieve certain levels of advanced services availability within the state by July 1, 2013.
