Summary

The purpose of this bill is to exclude electric generating facilities designated as an exempt wholesale generator from being regulated by the commission; requires electric generating facilities owners, operators, or constructors, intending to generate electricity for sale not designated an exempt wholesale generator to only be subject to the commission to obtain a siting certificate prior to construction; and to exclude electric generating facilities from siting requirements to make modifications to facilities.
