A BILL to amend and reenact §51.1-141 of the Code of Virginia and to amend the Code of Virginia by adding a section numbered 22.1-290.02, relating to the establishment of the Commonwealth Teachers Program.

Be it enacted by the General Assembly of Virginia:

1.  That §51.1-141 of the Code of Virginia is amended and reenacted and that the Code of Virginia is amended by adding a section numbered 22.1-290.02 as follows:

§22.1-290.02. Commonwealth Teachers Program established; Board of Education to administer Program; eligibility requirements.

A. The Board of Education shall establish the Commonwealth Teachers Program, hereafter referred to as "the Program," for the purpose of attracting highly qualified teachers to underperforming schools in the Commonwealth. The Board shall issue guidelines governing the Program and shall set eligibility criteria including the qualifications and training necessary for a teacher to be accepted into the Program.

B. Each teacher accepted into the Program and assigned to a school that has not achieved full accreditation status shall receive an additional six months of creditable service in the Virginia Retirement System for every year of service in the Program.

C. Nothing in this section shall be construed to prevent any teacher currently teaching in a school that has not achieved full accreditation status from applying for acceptance into the Program.

§51.1-141. Service equivalents.

The Board shall determine how much service in any month is the equivalent of a month of service or how much service in any year is the equivalent of a year of service. The Board shall not allow more than one year of service credit for all service rendered in any period of twelve consecutive months, except for additional credit awarded pursuant to §22.1-290.02.
