Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 3.2-6592.1 as follows:

§3.2-6592.1. Breeding dogs or cats for foreign animal testing facility prohibited; penalty.

No person shall breed or raise a dog or a cat for the purpose of selling or transferring the dog or cat, or its offspring, to an animal testing facility located outside of the United States. A violation of this section is a Class 1 misdemeanor.
