Summary

Enforcement of private tolls; vehicle registration. Prohibits the Commissioner of the Department of Motor Vehicles from refusing to issue or renew a vehicle registration or license plate solely because of unpaid tolls, administrative fees, or penalties owed to the private operator of a toll facility in the Commonwealth.
