Summary
Child Abuse Reporting Enforcement Act or CARE Act - Amends title XX (Block Grants to States for Social Services) of the Social Security Act to deny a state eligibility for any payment from its allotment if the Secretary of Health and Human Services (HHS) determines that the state has failed to enact a law making it a felony for individuals to fail to report child abuse cases to law enforcement or child protective agencies.
