Summary

As introduced, directs the air pollution control board to promulgate rules to allow the sale of motor vehicles that meet California's emissions standards, requires the board to monitor California's standards, and when those standards have been adopted in states representing 50 percent of the United States population, promulgate rules to adopt emissions standards based on the California standard. - Amends TCA Title 4; Title 55 and Title 68.
