Summary
As introduced, requires a court to use the average monthly income of each parent in the corresponding year for which retroactive child support is ordered, when calculating a parent's retroactive child support obligation, unless there is clear and convincing evidence to support the use of a different period of time. - Amends TCA Title 36, Chapter 2, Part 3 and Title 36, Chapter 5, Part 1.
