                             SUMMARY

  Proposes amendment to Oregon Constitution to allow Legislative
Assembly, or people through initiative process, to enact laws
limiting or prohibiting contributions or expenditures made in
connection with campaigns for nomination or election to public
office.
  Refers proposed amendment to people for their approval or
rejection at next regular general election.

                        JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  PARAGRAPH 1. Section 8, Article II of the Constitution of the
State of Oregon, is amended to read:
   { +  Sec. 8. + }  { + (1) + } The Legislative Assembly shall
enact laws to support the privilege of free suffrage, prescribing
the manner of regulating  { - , - }  and conducting elections
 { - , - }  and prohibiting under adequate penalties  { - , - }
all undue influence therein  { - , - }  from power, bribery,
tumult  { - , - }  and other improper conduct.  { -  - - }
