                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires Legislative Fiscal Officer to prepare employment
impact statements for legislative measures reported out of
committee that affect employment in this state. Sets forth
required content of statements.

                        A BILL FOR AN ACT
Relating to employment impacts of proposed legislation.
  Whereas Oregon's unemployment rate has remained stubbornly high
amidst the global recession; and
  Whereas state government and local governments in Oregon need
to use public resources wisely to keep Oregonians employed and
spending locally; and
  Whereas budget reductions need to be done wisely to ensure that
the reductions do the least harm to the economy while being
cognizant of and vigilant in promoting new opportunities that
bolster new hiring in this state; now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Legislative Fiscal Officer, with the
aid of the Legislative Revenue Officer, the Employment
Department, state agencies and affected local government units,
including school districts, shall prepare an employment impact
statement on each measure reported out of a committee of the
Legislative Assembly that could have an effect on employment in
this state.  Each employment impact statement shall include:
  (a) An estimate of jobs lost, retained or created in this
state;
  (b) An explanation of whether the jobs described in paragraph
(a) of this subsection are permanent or temporary positions;
  (c) An analysis of indirect impacts of the employment changes
on the overall economy, including effects of the measure on
public sector and private sector employment; and
  (d) An analysis of the types of jobs affected by the measure,
setting forth salary and benefit changes expected if the measure
becomes law.
  (2) The Legislative Fiscal Officer shall publish guidance
setting forth the methodologies, assumptions and factors used in
preparing employment impact statements under this section. + }
