          printed to be committed to  the  Committee  on  Finance  --  committee
          discharged, bill amended, ordered reprinted as amended and recommitted
          to said committee

        AN  ACT  to  amend  chapter 53 of the laws of  2024, enacting the aid to
          localities budget, in  relation  to  authorizing  funding  that  would
          include  services  and expenses intended to result in improved compli-
          ance with fair housing laws

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section 1 of chapter 53 of the laws of 2024, enacting the
     2  aid to localities budget, is amended by  repealing  the  items    herein
     3  below    set forth  in  brackets and by adding to such section the other
     4  items underscored in this section:

     5                  DIVISION OF HOUSING AND COMMUNITY RENEWAL

     6                         AID TO LOCALITIES   2024-25

     7  FAIR HOUSING TESTING

     8    General Fund
     9    Local Assistance Account - 10000

    10  For services and expenses  of  fair  housing
    11    testing.      Notwithstanding   any  other
    12    provision of  the  law  to  the  contrary,
    13    funds  appropriated herein may be suballo-
    14    cated or transferred to any aid to locali-
    15    ties, state operations, or capital  appro-
    16    priation  of any state department, agency,
    17    or public authority for the purposes stat-
    18    ed herein (31498) ............................ 2,000,000

     1  For additional funding for the services  and
     2    expenses  of fair housing testing, includ-
     3    ing  services  and  expenses  intended  to
     4    result  in  improved  compliance with fair
     5    housing  laws,  such as intake and assess-
     6    ment of cases in which fair housing rights
     7    may have  been  violated  and  enforcement
     8    actions.      Notwithstanding   any  other
     9    provision of  the  law  to  the  contrary,
    10    funds  appropriated herein may be suballo-
    11    cated or transferred to any aid to locali-
    12    ties, state operations, or capital  appro-
    13    priation  of any state department, agency,
