        Introduced  by  Sen.  GOLDEN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
        AN ACT to direct the department of environmental conservation  to  adopt
          rules  and  regulations  requiring  permitees  to place air monitoring
          equipment near permitted waste transfer stations
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  No later than January 1, 2020, the department of environ-
     2  mental conservation shall adopt rules and regulations requiring  permit-
     3  tees  to  place air monitoring equipment at an appropriate distance from
     4  permitted waste transfer stations to  measure  data  for  ozone,  sulfur
     5  dioxide, oxides of nitrogen, carbon dioxide, meteorological data, PM 1.0
     6  and  PM 2.5. Such regulations shall also require the monitoring of vola-
     7  tile organic compounds as ozone precursors during  the  summer  for  the
     8  purposes  of  determining  the  quality  of  ambient  air and developing
     9  programs to target appropriate source categories for emission reduction.
    10  Resulting air quality data shall be required to be made available to the
    11  department and the public and posted on the department's website.
    12    § 2. This act shall take effect one year after it shall have become  a
    13  law.
