STATE OF NEW YORK ________________________________________________________________________ 7348 IN SENATE April 20, 2016 ___________ Introduced by Sen. VALESKY -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to contracts for the Arthur O. Eve opportunity for higher education The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 3 of section 6451 of the education law, as 2 amended by chapter 149 of the laws of 1972, is amended to read as 3 follows: 4 3. Moneys made available to institutions through contracts shall be 5 spent only for the following purposes: 6 a. Special testing, counseling and guidance services in the course of 7 screening potential enrollees; 8 b. Remedial courses, developmental or compensatory courses and summer 9 classes for such students; 10 c. Special tutoring, counseling and guidance services for such 11 enrolled students; 12 d. Any necessary supplemental financial assistance, which may include 13 the cost of books and necessary maintenance for such enrolled students; 14 provided, however, that such supplemental financial assistance shall be 15 furnished pursuant to criteria promulgated by the commissioner with the 16 approval of the director of the budget[.]; 17 e. Partial reimbursement for tuition for regular academic courses 18 pursuant to criteria promulgated by the commissioner of education[.]; 19 f. Student travel for academic activities or conferences; 20 g. Expenses related to helping students apply for and prepare for 21 graduate or professional school; 22 h. The hiring of students participating in work-study programs; 23 i. The hiring of clerical support staff; and 24 j. Professional development activities and travel for program staff. 25 § 2. This act shall take effect on the first of July next succeeding 26 the date on which it shall have become a law.
