MAZIARZ -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public service law, in relation to directing the public service commission to conduct a study on gas and electric supply prices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Section 5 of the public service law is amended by adding a 2 new subdivision 7 to read as follows: 3 7. A. WITHIN FORTY-FIVE DAYS OF THE EFFECTIVE DATE OF THIS SUBDIVI- 4 SION, THE COMMISSION SHALL CONDUCT A STUDY IN COOPERATION AND CONSULTA- 5 TION WITH THE BULK SYSTEM OPERATOR RELATING TO THE CAUSE OR CAUSES OF 6 INCREASES IN CONSUMER PRICES FOR GAS AND ELECTRIC SUPPLY SERVICE DURING 7 THE TIME PERIOD COMMENCING ON NOVEMBER FIRST, TWO THOUSAND THIRTEEN AND 8 ENDING ON APRIL THIRTIETH, TWO THOUSAND FOURTEEN. 9 B. UPON COMPLETION AND REVIEW OF THE DATA IN CONNECTION WITH THE 10 STUDY, THE COMMISSION SHALL ISSUE A REPORT TO THE GOVERNOR AND THE 11 LEGISLATURE WHICH SHALL INCLUDE RECOMMENDATIONS FOR STATUTORY AND REGU- 12 LATORY CHANGES THAT MAY BE IMPLEMENTED IN ORDER TO MITIGATE FUTURE SUCH 13 INCREASES IN GAS AND ELECTRIC SUPPLY PRICES. 14 C. SUCH REPORT SHALL BE COMPLETED NO LATER THAN NOVEMBER FIFTEENTH, 15 TWO THOUSAND FOURTEEN AND COPIES SHALL BE FORWARDED TO THE GOVERNOR, THE 16 TEMPORARY PRESIDENT OF THE SENATE, THE SPEAKER OF THE ASSEMBLY, THE 17 CHAIR OF THE SENATE ENERGY AND TELECOMMUNICATIONS COMMITTEE, THE CHAIR 18 OF THE ASSEMBLY ENERGY COMMITTEE AND ALSO POSTED ON THE DEPARTMENT'S 19 WEBSITE. 20 S 2.
