       AN ACT to amend the public authorities law, in relation to requiring the
         New York state energy research and development authority to  create  a
         report  on  energy  cost  savings  for  schools; and providing for the
         repeal of such provisions upon expiration thereof
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The  public  authorities  law  is amended by adding a new
    2  section 1867-b to read as follows:
    3    S 1867-B. ENERGY COST SAVINGS FOR SCHOOLS  REPORT.  1.  THE  AUTHORITY
    4  SHALL  EXAMINE, EVALUATE, MAKE RECOMMENDATIONS AND COLLECT DATA CONCERN-
    5  ING COST SAVINGS TO ALL SCHOOLS LOCATED IN THIS STATE  IF  SUCH  SCHOOLS
    6  UTILIZED  ALTERNATIVE  ENERGY TECHNOLOGIES INCLUDING BUT NOT LIMITED TO,
    7  SOLAR PANELS AND ADVANCED-TECHNOLOGY MINIATURE WIND TURBINES.
    8    2. THE AUTHORITY SHALL CREATE A REPORT, CONTAINING THE INFORMATION AND
    9  DATA COLLECTED PURSUANT TO  SUBDIVISION  ONE  OF  THIS  SECTION,  TO  BE
   10  SUBMITTED  TO  THE  GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE, THE
   11  SPEAKER OF THE ASSEMBLY, THE MINORITY  LEADER  OF  THE  SENATE  AND  THE
   12  MINORITY  LEADER  OF  THE  ASSEMBLY NO LATER THAN JULY THIRTY-FIRST, TWO
   13  THOUSAND THIRTEEN.
   14    3. SUCH REPORT, AT A MINIMUM, SHALL INCLUDE:
   15    A. THE ALTERNATIVE ENERGY TECHNOLOGIES THAT SHOULD BE USED;
   16    B. MECHANISMS FOR FUNDING A RAPID IMPLEMENTATION AND  CONSTRUCTION  OF
   17  SUCH ENERGY SAVING SYSTEMS;
   18    C.  THE  POTENTIAL FOR SCHOOLS TO FEED EXCESS ENERGY CAPACITY INTO THE
   19  ELECTRICITY GRID AND PROJECTED REVENUE FROM SUCH;
   20    D. THE SHORT-TERM CONSTRUCTION COSTS;
   21    E. THE LONG-TERM MAINTENANCE COSTS;
   22    F. THE POTENTIAL TO REDUCE SCHOOL PROPERTY TAXES;
   23    G. THE PROJECTED ENERGY COSTS SAVINGS PER SCHOOL DISTRICT;

    1    H. THE NUMBER OF SHORT-TERM JOB CREATION FOR THIS GREEN INITIATIVE;
    2    I. THE NUMBER OF LONG-TERM JOB CREATION FOR THIS GREEN INITIATIVE;
    3    J.  THE  PROJECTED  TIMELINE TO OUTFIT THE MORE THAN FORTY-TWO HUNDRED
    4  PUBLIC SCHOOL BUILDINGS IN THE STATE WITH SUCH TECHNOLOGY;
    5    K. THE PROJECTED REDUCTION IN GREENHOUSE  GASES  IF  THIS  PROJECT  IS
    6  IMPLEMENTED STATEWIDE;
    7    L. THE ABILITY FOR SCHOOLS TO SELL EXCESS POWER GENERATION CAPACITY TO
    8  UTILITY COMPANIES AND LOCAL COMMUNITIES; AND
    9    M.  THE  ABILITY  OF SCHOOLS TO USE THE IMPLEMENTATION OF GREEN ENERGY
   10  ALTERNATIVES AS A TOOL FOR CLASSROOM INSTRUCTION IN THEIR SCIENCE,  MATH
   11  AND TECHNOLOGY CURRICULUM.
   12    S  2.  This act shall take effect immediately; and shall expire and be
   13  deemed repealed July 31, 2013.
