         and Commissions
       AN  ACT to amend chapter 899 of the laws of 1984, relating to creating a
         public benefit corporation to  plan,  develop,  operate  and  maintain
         Roosevelt  Island, in relation to imposing a residency requirement for
         members
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Subdivision  2 of section 3 of chapter 899 of the laws of
    2  1984, relating to creating a public benefit corporation to plan,  devel-
    3  op,  operate and maintain Roosevelt Island, as amended by chapter 766 of
    4  the laws of 2005, is amended to read as follows:
    5    2. The board of directors of the corporation shall be composed of nine
    6  members. One member shall be the commissioner, who shall  serve  as  the
    7  chair;  one member shall be the director of the budget; and seven public
    8  members shall be RESIDENTS OF ROOSEVELT ISLAND WHO SHALL BE appointed by
    9  the governor with the advice and consent of the  senate.  Of  the  seven
   10  public  members, two members[, one of whom shall be a resident of Roose-
   11  velt Island,] shall be appointed upon the recommendation of the mayor of
   12  the city[; and four additional members shall be residents  of  Roosevelt
   13  Island].    FOR  PURPOSES  OF  THIS SUBDIVISION, "RESIDENT" SHALL MEAN A
   14  PERSON OVER THE AGE OF EIGHTEEN RESIDING ON ROOSEVELT ISLAND FOR A PERI-
   15  OD OF NOT LESS THAN ONE YEAR. Each member shall serve for a term of four
   16  years and until his or her successor shall have been appointed and shall
   17  have qualified, except that [(a)  two  of  the  initial  public  members
   18  appointed  by  the  governor,  one  of  whom  is a resident of Roosevelt
   19  Island, and the Roosevelt Island  resident  member  appointed  upon  the
   20  recommendation  of  the  mayor  of the city shall serve for terms of two
   21  years each, and (b)] the commissioner and the  director  of  the  budget
   22  shall  serve  so long as they continue to hold their respective offices.
   23  Any action taken by the directors of the corporation shall be  taken  by
   24  majority  vote of the directors then in office. The elected public offi-
   25  cials who represent Roosevelt Island shall  be  representatives  to  the

    1  board  of directors of the corporation entitled to receive notice of and
    2  attend all meetings of such board but shall not  be  entitled  to  vote.
    3  Failure  to  give  such notice shall not [effect] AFFECT the validity of
    4  any action taken at a meeting of such board.
    5    S  2.  This  act  shall take effect immediately and shall apply to the
    6  appointment of public members to the board of directors of the Roosevelt
    7  Island operating corporation on or after such date.
