BONACIC -- read twice and ordered printed, and when printed to be committed to the Committee on Rules -- reported favora- bly from said committee, ordered to a third reading, passed by Senate and delivered to the Assembly, recalled, vote reconsidered, restored to third reading, amended and ordered reprinted, retaining its place in the order of third reading AN ACT to amend chapter 510 of the laws of 2013, authorizing the city of Middletown to enter into a contract to sell or pledge as collateral for a loan some or all of the delinquent liens held by such city to a private party or engage a private party to collect some or all of the delinquent tax liens held by it, in relation to the effectiveness thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3 of chapter 510 of the laws of 2013, authorizing 2 the city of Middletown to enter into a contract to sell or pledge as 3 collateral for a loan some or all of the delinquent liens held by such 4 city to a private party or engage a private party to collect some or all 5 of the delinquent tax liens held by it, as amended by a chapter of the 6 laws of 2015, amending chapter 510 of the laws of 2013, authorizing the 7 city of Middletown to enter into a contract to sell or pledge as collat- 8 eral for a loan some or all of the delinquent liens held by such city to 9 a private party or engage a private party to collect some or all of the 10 delinquent tax liens held by it, as proposed in legislative bills 11 numbers S.5397 and A.7705, is amended to read as follows: 12 § 3. This act shall take effect immediately and shall expire and be 13 deemed repealed on and after December 31, 2017. 14 § 2. This act shall take effect on the same date and in the same 15 manner as a chapter of the laws of 2015, amending chapter 510 of the 16 laws of 2013 authorizing the city of Middletown to enter into a contract 17 to sell or pledge as collateral for a loan some or all of the delinquent 18 liens held by such city to a private party or engage a private party to 19 collect some or all of the delinquent tax liens held by it, as proposed 20 in legislative bills numbers S.5397 and A.7705, takes effect.
